windows 8.1 no refresh

I've lost file history and event viewer/log in windows8.1, I have no option to refresh. AutoRepair creates its log: Root cause found:
The operating system version is incompatible with Startup Repair.

The disk is Window8; any advice?

It have windows 8 before (prior to that was windows 7. I just trying using a Windows 8.1 ISO, refresh did not work!

Curious,
in the past with Window 8 I used refresh with no problem.

I'm checking my disk for the 12th time.
Auto repair appears to turn up a negative result (in the report it confirms boot setting).

Any thoughts on manually fixing File history or event viewer.

I also ran windows image file check cmd and sfc again, both passed. I still no file history or event log function.
When I run refresh it get to 1% and aborts.
My current system uses mbr. Perhaps I should backup(3rd party SW) and perform a fresh install!
Curious note, in the past with windows 8(upgraded from 7), I refreshed successfully.
