I opened a new CX500M and it failed the paperclip test. Is it dead?

I bought a brand new CX500M PSU for my pc build. This is my first pc build. I'm pretty sure I've plugged everything in the correct places because I followed a very detailed tutorial. I finished the build and when trying to turn it on it turns on for half a second and then off. I tried the paperclip test and I got the same results. Is my psu dead?
 
Solution
Possibly. You would need a power supply tester to know for certain.
Can you borrow a buddy's machine or PSU to test it out? Otherwise you will need to take it somewhere that can diagnose it properly.

Thanks for your answer. Unfortunately I don't have access to other pc's to test my psu. However, it miraculously started working! I was unscrewing and packing away my psu and suddenly decided to give the paperclip test another try. For some reason it started working perfectly fine. It is now back in build and working. I have no clue why it's doing this, im pretty sure I didn't do anything different.
 
The CX is about as good as anything at the same price and output level, but its not a high end unit.

Once upon a time, EVER corsair psu was great. Since 2010 or so, they have brought quality of their lower and middle tier lines down a couple pegs. Though this says more about how good they were than any shortcoming in their line now. They used to be a cut above everyone else, but They have come back to the pack.
