New Build, No Display on monitor

So this is my first time building my own PC, and i got all the parts and put it together. I had a couple issues to work out, but finally got to where i got no beeps, but i still got no display. My setup is:

ASRock z75 Extreme 4 Motherboard
GeForce GTX 660 Twin Frozr Graphics card (i tried with and without the graphics card)
Intel i5-3470 CPU
64 MB WD Blue Desktop Hard Drive

Again this is my first new build so i might not understand everything but i would appreciate any help.

try using only one ram stick and make sure all the connectors are plugged in. does the CPU fan spin? if it does then your mobo is getting power. also, what PSU do you have?
 
did you make sure the 8 pin power is conencted on the edge of the mb and you used the 4 plus 4 or eight pin cable and not the six plus two cable. check that the cpu is seated right and there no bent pins under the cpu. check that the io shield and if your using a 3 party cpu cooler the back plate if it not plastic is not shorting the mb out. unplug the usb and fans to see if a case fan or the usb cable is miss wired.

yes yes all that's fine. i made the system simpler and even removed the RAM and the system did the same thing when it turned on, still no beeps. I forgot to mention the mobo has an error code of 00 displayed which means "not used" according to the manual. I had a CPU/socket problem before and got 5 beeps but now i suspect the motherboard is fried because i am getting no beeps. I am going to return the mobo tomorrow and get a new one
