My First Rig Won't Turn On

I just finished building my first PC, I expected to go through a few obstacles before I actually got the computer to turn on. But after much research I still haven't been able to pinpoint the problem. The motherboard green LED light turns on when I turn on the power supply. I don't know where exactly to look now, I'm thinking maybe its something with the wiring.

Specifications:
CPU: Intel Core i7-3770K Quad-Core Processor 3.5 GHz 8 MB Cache LGA 1155
Mobo: Asus P8Z77-V DELUXE
GFX: EVGA GeForce GTX 770 Superclocked 2GB GDDR5
RAM: Corsair Vengeance 2 8b Sticks
Hard Drive: Samsung 840 EVO-Series 750GB 2.5-Inch SATA III
PSU: Corsais HX850 Power Supply — 850 Watt 80 PLUS
Case: CM Storm Enforcer - Gaming Mid Tower

I'll try that, but I would have thought if it was only a problem with my graphics card then the fans would start up and my case LED's would as well.
 
If the CPU fan is not spinning when starting the board, then try leaving only CPU and CPU fan installed, CPU fan wires connected to the CPU_fan header, both 24 and 8 pin power cables connected. Start the board by shorting the 2 pins corresponding to the power button:

Make sure that the small CMOS jumper is in place and start the board.
See if the CPU fan is spinning.

I uninstalled all componants from the board except the CPU and it's fan like you said, I tried shorting the 2 pins but nothing happened. I'm at a loss here, also whats a CMOS jumper?

So I tested the PSU! Unfortunatley I found that the psu fan spins on for about 2 seconds and then stops. Does this mean that my PSU is the problem? Why was it that it could supply enough power to my motherboard for the green LED?

Oh okay I'll try that. But I can't seem to find a molex connector that connects to the PSU. Theres a male molex cord for the fan but the PSU didn't seem to come with a female molex to a PCIe?

Okay so the power supply is working fine. I tested it with 2 fans and it works like a charm. But when I plug the 24 pin into the motherboard and hook everything up, nothing happens when I press the power button. I think the problem is the mobo. The only thing that confuses me is the little green LED on the mobo that lights up.
