Memory and cpu not running at full capacity

I'm building a new system here and i'm not sure why but both the ram and the cpu are running significantly slower than they should be. The ram i have is 1866 mhz but it only runs at 1333mhz. The processor is an intel 4770-k and when i check it's specification it lists the support memory fequencies as 1333/1600. Is there any way i can use the ram at 1866 or do i have to go down to 1600? And how i would i get it to run at either of those speeds?

Also the cpu is getting unusually low benchmark scores and WEI ratings. I'm not sure if that because of the memory or what but something definitely not right.

Please i need help i'm not sure what to do from here :(
 
make sure your mb bios is up to date to rule out a bios bug on the cpu speed. for the ram speed you have to turn on xmp profile in the bios save and exit then rerun cpu-z. the mb should then be running at 1866 speed without any issues. with intel cpu and some tests. intel speed step and energy saving features keep the cpu from maxing out and under some tests give you false errors. go int othe bios and turn off the c states to keep the cpu from slowing down. also check that hyper threading is turned on.
