GTX 770 running GTA 4 with 30 FPS?

What's up guys, I recently bought a gtx 770 and am sort of disappointed with the performance. I'm trying to play GTA 4, which is a decently old game now on Ultra, and I'm getting an average of 30-35 fps while driving around? Should I not be able to max out at 60 fps on this game?

What do you mean 'console port'? Funny though I'm getting quite a bit of lag on modern games which is kind of upsetting.

It means that the game was primarily designed for the console, with the limitations of the console (primarily hardware) in mind. This means that the PC version of the game will likely be similar game as the console version, without taking full advantage of the hardware advantages the PC holds over consoles.
