Is a 450w Power Supply enough for this Build?

Specs:

HDD: Seagate Barracuda 1 TB 7200 RPM Hard Drive

Mobo: MSI-FM2-A75MA-35

CPU: AMD Athlon X4 750k

GPU: EVGA GeForce GTX 760 2 GB

Memory: 4 GB DDR3


Also... Does the X4 750k come with a good stock cpu cooler?

Those PSU's are the ones made by Sun Pro Electronics. The +12V current rating somewhere between 14 and 21 Amps depending on how long ago you bought your case. Corsair had a video, that they made, using this Raidmax PSU model as an example of a cheap exploding PSU and why they should be avoided.

For a system using a single GeForce GTX 760 graphics card NVIDIA specifies a minimum of a 500 Watt or greater system power supply that has a maximum combined +12 Volt continuous current rating of 30...

The PSU is a stock psu built in with a Raidmax Super Hurricane case.

Some of the non-Reference Design GeForce GTX 760 cards have a single 8-pin or two 8-pin or one 6-pin and one 8-pin PCI Express supplementary power connectors.

Your 450 Watt Raidmax PSU can't do it since it's so grossly under powered and doesn't have any PCI-E power connectors.
