odd folders appearing on external harddrive

I have an seagate 2 TB external hdd. I use it primarily as a backup. On windows explorer in the drive i see weird folders on there. They all appear to have a randomly generated alpha numeric name and some have the lock symbol by the folders and others do not. Are they important in any way and can i deleted them?

Those are usually files for the HDD to use. It depends whether they are important or not. Usually they are for data management purposes and for use with software packages. I.e, seagate's HDD manager software reads that data. It shouldn't be totally important, but its better to leave them be rather than mess with them.
