Assassin's Creed4 Grain Affect

So I got Assassin's Creed 4 a couple of days ago for my pc and have been having this weird affect
that lowers the load distance to a smidge and adds this weird grain affect to everything that starts to load. I have this problem on top of super lag when I try to bump up my settings to stop it (and nothing seems to help). I have tried many things from editing the ini. and using AMD control center
and also Radeon Pro. Note I also had this same problem with FarCry3. Can anyone please help me I really want to get into this game but I can't because it is unplayable.I will post my specs below and just tell me if my stuff is outdated because im planing to get an upgrade sometime in the near future and just tell me if that is the problem I have my current build for about a year and a half.

Oh I almost forgot to mention. Try applying the latest update of AC4 that will surely help. You can get the official update from Ubisoft's website or from your uplay account.

My amd drivers are up to date I played with the settings a bit the lower it was the higher the grain affect. And I moved the resolution to 1920x and the grain was only effected a little bit. But hey right now its a bit more playable.

About %99 sure I have the current update will look out for it though.
