GTX 770 4GB vs r9 280x

So im building my first pc.The parts are:
m5a97 r2.0
Raidmax raptor
fx 8350
kingston 60GB ssd
1tb hard drive
700W chieftec psu
And i have a 1920:1200 monitor.
Which card should iI get? I can get around the same price(in my country, the gtx 770 4GB is only 20 dollars more expensive)!

770 since it is slightly better than the 280x. Also i'd go with a corsair PSU.

Thanks mate! But corsair is to expensive and hard to find in my country.
Also, is windows 8.1 better than windows 7(the price doesnt matter) becaouse i have heard that 8.1 supports directx 11.1 and windows 7 suports it a little bit or partly?

Windows 8 itself has no performance boost if thats what you meant. The only advantage to it is that it will have updated security for a longer period. Ultimately its based on preference however I personally don't like windows 8 as it was designed for tablets.

The 770 is faster and has more vram. So it is a better deal.

And I personally would recommend Seasonic PSUs. They have great performance and after sales.

seasonic is expensive too in my country :/ . I can go w chieftec, LC power, RAidmax or cooler master.
So there is no diffrence in performance between w 7 and w 8.1??
Becaouse ive heard something about the directx support and that bf4 works better withe windows 8 and 8.1....

Cooler master only because they are a company I have experience with. There may be a slight difference but nothing significant, although I could be wrong.

And also, im getting the msi version of the gtx 770.
Can i overclock it with their good cooling?

I would go Gigabyte but yeah the MSI version is good.
