msi n1996 motherboard

hi, after constant restarts i decided to reinstall windows 7 on my msi n1996 when i put the disc in it loads drivers but reboots at the windows logo every time. i have swapped memory, graphics basically everything. so i ran diagnostic software (hirens and pc doctor) and both failed my usb test, is my motherboard broken?

thanks for replying. i tried that i put one stick in and tried that one stick in each bank and it didnt work. all memory passed mem test and passed

thank you for all your hard work. i have tried everything you have suggested. i have been messing with computers for 15 year plus (self taught) but this has baffled me to the point ive ordered a new m/board.

sorry to have taken so long to reply, but just to let you know when i took the motherboard out of the case fully i noticed 2 or 3 of the little black chips had fried hence the usb's wouldn't work. am waiting for the new board and get the machine up and running again.
