i5 3470 with Asrock z75 vs i5 4670 with Msi b85m g43

Hello masters of hardware,

I'm a student (from Denmark) with a tight budget and I'm building a new rig using new parts (motherboard, cpu, case) and some old parts (ram, small ssd, psu, low end gpu gtx 550 ti),

I was almost sure that I would chose the i5 4670 (non-k) with a Msi b85m g43, but then tom's hardware posted the article "System builder marathon Q4 2013 800$" in which they have selected the i5 3470 with an Asrock z75. The reason for this is cheap non-k overclocking (up to 4ghz). So now I'm wondering which option is best? I'm using the pc for playing strategy games like civ, total war and fm14. I know that some of you might say use the money on a faster gpu and I will later on - maybe Q1 2014.

Well then get the 3470, buy a new cooler and overclock it :)

The question is how much of a difference the non-k OC would do. The i5 4670 should be about 10% faster than the i5 3470 before the OC. I have no idea what difference the added 400 Mhz to the i5 3470 will do the equation. :)
