I want to buy XfX 860mhz Radeon 7850 2GB GDDR5 , and I don't know if my pc is compatable with the card and if it would work
My system : Intel Assrock h61 motherboard
: Intel core i3 3.3ghz (4 threads)
: 8GB DDR3 1333mhz ram
: isort isonic classic+ 490W Atx PSU
Will my system work properly and will my psu be enough to run gpu ?

That is most likely full-system power in the previous post.....

This is the Card Only power:
Power Consumption (Max TDP)
Radeon HD 7850 130 Watts
Radeon HD 7870 175 Watts

Again, IF the fan in the PSU is roaring OR the PSU is HOT then you know your pushing it to hard. Even the worst brand 500watt supply should be able to put out 200---250watt for a bit of gaming.....

But it is an area for future, albeit maybe soon, upgrade....

(yeah, I Googled high n low and all I got for "Issoy" brand was things about grain and soy beans :) )

Yeah, the 7850 only draws 130watts. Figure 200watt for the rest of the system. Typical draw would be 250 to 300watts while gaming. Even a no-name supply should be fine:

HOWEVER: if the fan in the supply spins at very high speed while gaming and/or the supply is HOT... then its time to find a replacement as it won't last long under those conditions...

I'm afraid your PSU will not suffice for this card. I have never heard of it, and neither has google.
Get a better PSU as fast as possible if you don't want your system to smoke. In fact, don't even start your computer with the HD7850 before upgrading it.

This picture shows you, that you will need 247W, only for your card.
A quality PSU with 500W will be enough for you, something from brands like SeaSonic / Antec / Corsair / Zalman

Bitmining uses nearly 100% of your GPU. Look, it's better to be safe or sorry.
You don't even know if it can output enough voltage for your new HD7850.

You can risk getting your components whacked with that unknown PSU that most probably came out of a chinese grocery shop..

Yeah, this one was likely sold outta a Chines Grocery (Very funny BTW...)

http://www.isonic.co.za/psu.htm

They list MAX power, always a bad sign. You can usually take this to mean "500watts for maybe 5 minutes before it overheats." As a rule of thumb you can divide those MAX power specs by 2.... So, 250watt supply, really for long term power draw.

You MUST replace this supply now to move forward......

I have the 1gb version of this card and it works fine with my 500w PSU. I think your card should work because none of your components have a very significant power draw, but is your PSU 80 plus certified, and how many fans do you have in your case?
