I recently got a pc with a new amd radeon hd r9 280x graphics card but it apparently its not compatible with the directx 11 how can i fix this and play directx 11 games ?? i know it is possible because i have seen the graphics card play the games when i was looking at its benchmarks

BTW all the cards right now are have backward compatibilty. They can even play directx 9 games.
Try this: Type "dxdiag" in start and corse open it and see the Directx Version and post back.
