There one at the top which is green and one at the bottom which is alos green, when i boot there both red then go to green i think they might be another one but thats not currently lightened up
  5. The board has CPU, DRAM, VGA and Boot Device LED.
Which one remains red? Is the CPU fan spinning when starting the board?

CPU fan does start, non stay red there's only 2 green ones on. The one at the top is the RAM well its right next to it anyway then theres one directly above the psu. Sorry if its not helping this was my first build so not an expert

EDIT: i can check which ones go red at the start give my 5mins gotta reboot pc.

It looks OK. The TV migh be an issue, as the resolution might not be supported. Try borrowing a monitor and testing.
