Power usage on AMD catalyst

Somewhat of a quick question for the people using an AMD GPU. I'm running a 7950 and under properties on catalyst it shows that the power usage is at 0%. Is that a bad thing?

My 6950 it show the same.Is nothing bad.It means is on stock power. If you slide the cursor from power you will see it rise to how much you raise manually.
