Hi i am also from India, i got one PC ready for same price recently too.
i can only suggest you one build for 40k

FX 6300 - Rs 7500
Gigabyte 970A DS3 - Rs 6000
Ram: Kingston HyperX 1x4 GB - Rs 2600
HDD: WD Caivar Blue - Rs 3500
GPU: 650TI Boost 2GB Asus - Rs 13000
Case: Cooler Master Elite 311 - Rs 2100
Dvd writer - Rs 1100
PSU: Corshair CX 500M - Rs 3800

Total: Rs 39600
thats what fit mostly in your budget nothing better can be expected at that.
You can play at good FPS for that Price

Edit: to above this isnt really 600. its like $500 Budget + $100 Tax. And what you see in foreign is much costly here in India.
The prices i mentioned above has been inquired from a local retailer and FlipKart which resembles near about same.

lol the above build will cost like
CPU = 13000
Mobo = 3500
GPU = 20000
that together make up 36500 so he will be out of budget.

i again mention to be specific the budget is like 500$ + 100$ TAX (for per product)
Hence every one part of them is very costly in India.
so FlipKart.Com becomes only option to view parts prices. instead of converting foreign prices to Indian

Also, to mention if you plan to get a Monitor in that budget forget about getting a decent PC then cause it will reduce your budget to very low and you will have to compromise on other parts especially pulling either of GPU / CPU will lead to drop in performance.

for that budget you cannot get a decent intel build.
AMD totally makes a tight budget build. while Intel builds are for high budgets atleast 55k.
you can make one i3 but that wont last long much. Because of it being a Dual Core CPU which would face low performance / bottlenecks in future games!

So Better Stick to what i mentioned above.
.Moreover that AMD CPU (Fx 6300) will perform as good as an Intel or just close to Intel. you would be happy with its performing for price!
