Every time I start my computer my hard drive makes a starting up noise. Then when booting it will make a sound like it's powering down then trying to restart itself and my screen will just go black. Is this a problem with my hdd like I believe it is?

Except for the CoolMax CTG-750 watt/850 watt/1000 watt PSUs, the rest of the Coolmax PSUs are pretty low quality:

In fact, they are in the not recommended tier.
I'm not saying your HDD isn't failing. It's just that the PSU may be behind it. And with the display going black, it has me suspicious that the PSU is dying too. Cheap PSUs have a bad habit of taking other components out with them when they die.
