Is it true that 780 Ti Sli will bottleneck with my i5-3570k OC'd at 4.2? I have heard conflicting arguments and if it does bottleneck will it be noticeable or will I just not use the full potential of the cards?

If you are playing on a single 1080P monitor yes but if you have higher resolution monitor or extended resolution over multiple monitors it will do fine being a top tier CPU. Basically it the workload (resolution) you put on those cards which will make the bottleneck, really it would not matter if you had I7 4770 they same would apply!

no, any intel k processor, sandy bridge, ivy bridge or haswell cannot be bottlenecked by any theoretical gpu setup. can a game be cpu bound and run better fps with a higher tier cpu, for sure, many games do this, you can have sli 780's and see fps increase as you go to dual xeon processors, but its a game of 150fps to 170fps. but this has to do with game coding, not the gpu pushing too many frames and counting too many numbers for the cpu to tie in or load push.
