For instance is 2 full 8 pins too many if it really only needs two 8 pin connectors but with one only having six pins in it?

Connect what the card requires.
You may be thinking of a card like a GTX770 with a place for 8 pins and 6 pins, , but your psu has two 6+2 pin power leads.
In that case leave one of the +2 hanging disconnected. That is normal.

your question doesn't make sense. they don't put extra power connectors on a graphics card for shits-n-giggles.

Actually, quite the opposite. This is actually my problem with the GTX 770, it has a place for two 8 pin connectors, however they expect you to use the thing that came with it which is two 4 pins to an 8 pin with technically only 6 pins in it. I can't connect 4 pin to my PSU, unfortunately.

Does my specific card just require more? I don't know how RAM works, but since it is 4 GB could it be possible that it needs more? The instructions in the box were very generic and didn't even tell me.

Your card needs a 8 and 6 pin connector.
Since some older psu's did not have 8 pin connectors, the card vendor packaged in a dual 4 pin molex to pcie 8 pin adapter.
You do not need to use that.
Your psu comes with exactly what you need, a 6 pin and a 8 (6+2) pin lead. Use those.
Your 700w is more than enough.

The amount of vram you get on a card is irrelevant. Most cards perform just as well having only 2gb.
