A bit of an artifact issue!

Hello everyone, so I'm back again, so I recently started experiencing very bad windows 7 bugs (Shockwave flash crashing on chrome startup) And VERY Bad Artification, I thought to myself, hell it's probably a windows issue, lets update to 8.1! And I did and now I'm back again except the problem is MUCH worse, I can't even boot to the logo without the lines and freezing and black screens, and I was wondering what could be causing the problem? I don't think it's my PSU or Mobo nor my CPU Becuase my Mobo tells me when I have issues with them, and it tells me when I have issues with my GPU's too, but I know the main cause of articates is the GPU, I was wondering if it had to do with me trying to flash a modded BIOS, that failed, then I re-flashed to the stock BIOS sucessfully (I think...) Any help is welcomed! Thank you :)!

I can upload videos, screenshots or anything you need to help this, please help :D!

Well suddenly windows had the "Windows cannot run the installer" issue about 3 days before this...

The only overclock I did was about a +50 mhz and +65 mhz on core / mem clock. I don't think those are high enough to brick it :x. And it camed factory overclocked at 1006 MHz GPU

*Update* I tried using my second GPU TO display my monitor and I get a "No signal detected!" error, but with the first GPU I get the awful artifacting. Another update :p- I get this "Service_exception_error" when the computer BSOD's.
