Electrical current flowing through pc

HI, i have a problem with my old pc i rebuilt , originaly it had a celeron , changed it for a pentium d 925,and changed the cpu cooler for a more effective one , but a problem emerged, first i noticed the pc case gave me shocks , then i checked everything for any loose wires or connections but everything is safely connected , then checked for any contacts between motherboard and case , none existed.In desperation i took all of the components out of the case and put them on carbord , the electricity was still present on every component.I bought a new psu and still the same problem persists to be. I know i have no ground in my wiring (old building) and rewiring unfortanetly is not possible at the moment.Now i wonder if i buy a UPS with AVR technology , would that be of any help, maybe regulating the voltage so that it doesnt flow but instead that the pc gets just enough so it doesnt flow over all of the components. Any other suggestion ? ...any kind of help is welcome , thank you in advance !!
 
You get shocks when touching the computer case or other parts? If so, then you have to be standing on a surface that's grounded or you are touching a component connected to another outlet that's on a different circuit. You can't get a shock if current can't flow from your body to something else.
