GPU-z showing Core Clock spikes at random

GPU-z is showing random spikes in my Core Clock Rate. It idle's around 135Mhz but then flies randomly up to about 1100Mhz and I'm worried if something is wrong.

Its normal. Its just power saving for your graphics card. Nothing to worry about.

ok thanks, also in MSI Afterburner is the "Power Limit (%)" slider referring to wattage? I ask this because I'm trying to figure out how many watts my GPU is taking when that is brought up.

Power limit is how much it will allow itself to go over the rated TDP (wattage)
It is not the same as voltage and it is generally not that dangerous as long as you watch temps
