windows 8 problem

so i installed windows 8.1
after a month my pc has got virus
i cant open any program , it says ":use this app for all .exe files"
i had my windows 8.1 stored in my usb drive
when i boot windows 8.1 starts normally and wont detect my usb drive
now i cant even install windows 8
i really want some help how to fix this cuz i want to install windows 8 fresh again

Ensure that the USB device is still bootable.
Put it into another PC and try to boot from it, if it works, you know the drive is good and the issue is with your PC.
If it fails, you'll need to make a new Windows 8 installation drive.

Can you not access the start-up repair options?

Boot the PC and hold F9 and you should get the Windows 8 repair options and from there you should be able to do a clean install.

I am not sure what system you have but you need to go into the bios and change your boot order to look for the usb drive first. Some systems you can press one of the F keys to bring up boot options also by pressing F8, F2, or F12 at bootup.
