Slow Boot Time - Windows 8.1 & SSD?

It takes 44 seconds from first hitting the power button to my desktop appearing, it's not until around 20 seconds that anything even appears on my screen and the POST process starts so I don't think this is Windows related etc? I have tried with and without RAPID mode on my SSD and strangely it's actually 2secs quicker with RAPID OFF, either way 44 seconds is extremely slow for Windows 8 on an SSD?!

Worth noting that I had the exact same slow boot times while on my previous non EVO SSD and Windows 7 on this exact PC, have now just updated to Windows 8.1 on a brand new SSD but still have slow boot so guessing its something BIOS or MOBO related?

I've posted a video in the hope that maybe the LED indicator on the mobo might help someone point me in the right direction?

OS: Windows 8.1
Mobo: MSI FXA990-GD80 (BIOS is up to date)
CPU: AMD FX8350 (8-Core) 4.3GHz
GPU: EVGA 780 Classified 3GB (Latest Drivers)
RAM: 16GB Corsair 1600MHz DDR3
PSU: Corsair TX750
SSD: Samsung 840 EVO 250GB (OS is here)
SSD: Samsung 840 120GB

MSI Fast Boot is Disabled as it caused problems when I had dual boot and I've yet to reinstall it yet as it made very little difference to boot times but did cause me problems as I had an issue before where Windows wouldn't load and Fast Boot was stopping me getting to my BIOS as it disables the 'hit del to enter BIOS', so for now I feel safer with it off.

I will of course unplug all but the mouse and keyboard and time it again, but I do think I've already tried that in the past.
