I'm continuing this from another post, but when I press the power button, the psu and cpu fans spin for a second then stop. The computer does not turn on. I've tried removing all the components and resetting the cmos. Not sure what to do from here.
here's a video of what's happening:

It was working fine last night, but when I woke up this morning and went to turn it on, that's what happened.
What should I do?

That looks like voltage short protection from either the mobo or the power supply. Things to check:
1) Make sure CPU, RAM, and PCI cards are installed properly (you may need to reseat them)
2) Make sure mobo isn't shorting out (i.e. screw misplaced)
3) Make sure all wiring connections to all devices are correct
4) Make sure power strip/surge suppressor is properly grounded
5) Try only one RAM stick (swap if it doesn't work).

Necro-bump, but my PC's been down for weeks. I've done all of what ronintexas said multiple times over AND got a brand new second mobo as well as PSU.

But the new ones as well fail-start and after a brief moment turn off. I lost one piece of RAM in the past weeks, but have cycled through the other 3 in multiple slots during re-seating.

I had a TX 750M, and the new one is a Sentey 1000w so it's an upgrade in power and I'm not even trying to boot with my 780Ti in so it can't be not enough power.

I'm really just baffled at it, like I can't make any sense of the chances the replacement(s) were DOA.

I faced exactly the same problem, replaced my MoBo and PSU but the same problem persists. CPU fan will turn on and will shut off in few seconds. I am PC less for more than a month now and still no clue. Kindly help...
