Lower FPS Problems

I had a 500gb Seagate barracuda that was filling up with all my games... so i bought a 1tb Western Digital Blue drive and started to re-downloaded all my games. I downloaded Far Cry 3 first and played it while the others were downloading, i was getting 60-65 fps average on high preset. (i had 880gb free)

I finished downloading all my games (and now i have 572gb of space free) and Far Cry 3 is now only getting 48-50 fps average on the same settings, i ran disk cleanup, ccleaner, and disk defragger said my drive was 38% fragmented. I am running the de-fragger now. (The hard drive is only 4 days old)

Any help would be appreciated, Thanks

System Specs:

Mobo: Asrock z77 Extreme4

CPU: i5 3570k (overclocked to 4.4ghz)

Cpu cooler: Hyper 212 evo

RAM: 8gb ddr3 1600mhz Ram

GPU: GTX 660(non-ti) 2gb 192 bit

HDD-1: WD Blue 1 TB 7200 rpm

HDD-2: Seagate 500gb 7200rpm ( extra, for recording and random stuff)

LG DVD Burner

PSU: corsair cx500

How did the defragment go?
Hard drives do not get fragmented from age but they do from use. Transferring and downloading large files onto them will fragment them very quickly.
The hard drive shouldn't really effect the frame rate that much if any.
I would look for another cause. maybe you have changed a driver setting or something
