Computer slow and flashes on boot up

Hi i recently built a new computer ive never ran into so many problems, it takes forever to boot up and when it does finally load windows its still slow. I turn my computer off properly everytime but sometimes it wants to do a system recovery which i have done a few times but bypass it now by telling it to load windows normally i use a 24" hdtv as a monitor and it flashes ever time i start to the computer log out of my account or lo back in but as soon as its loaded the screen works properly below is a list if my parts:

CPU: AMD FX-8350 EIGHT-CORE 4GHZ

RAM: Corsair Vengeance Blue 16GB 1600mhz (speccy is only registering it as 16.0GB Dual-Channel DDR3 @ 722MHz (9-9-9-24))

Motherboard: Asus Amd 970 Atx 4 Dimm Ddr3 Crossfire Tpm

PSU: Thermaltake TR2 700W Cable Mangement Power Supply

HDD: 932GB Seagate ST310003 33AS SATA Disk Device (SATA)
373GB SAMSUNG HD400LJ SATA Disk Device (SATA) (I have a INTEL 530 SERIES 180GB SSD on the way i just purchaced to replace the 380GB HDD)

Video Card:1024MB ATI Radeon HD 5450 (Sapphire/PCPartner)

Network: Qualcomm Atheros 802.11 a/b/g/n Dualband Wireless Network Module

Disk Drive: HL-DT-ST BDDVDRW GBC-H20L SATA CdRom Device

Case: AeroCool 841269021432 Vs-3 Advance Mid-Tower Gaming Case

OS: Legitimate Windows 7 ultimate 64 bit SP1 (which was activated using my key and installed with my original disk)

i am working on upgrading my video card but its not in the budget atm.

the gpu was new june 2013 it was purchased before the build when my old one shot i plan on replacing it just in time. i have 2 8GB Corsair Vengeance Blue 16GB 1600mhz ram sticks wich are brand new, it shouldnt needed to be upgraded. maby something wrong with them but not upgraded,

im new here and dont know why this posted over james anser?

I am not very experienced myself but here is something you can try. from the start menu click run or search and type "msconfig" and click ok or run. click the "startup" tab in the system configuration window. look on the list of things with check marks. those are the programs that have to start before the boot up is complete. uncheck the programs you don't need at start up to speed up booting. It is likely you don't need any of them to boot up so you could uncheck them all and just boot the operating System. When you click on a program you want to use. it will then start, it might take little longer the first time you want to use but it should start.

no its nothing to do with that ive always only run the anti virus program on startup. i was sugested to this site from a friend at work and it seems to be useless better information in my own dam head. your all useless ffs.
