I believe 512MB is more than enough to play HD movies. By the way, that's just the quantity of memory on your card, when shopping for a video card you need to look at the power and speed of the chip too (video card processor). The graphics processor on the 4300 must be pretty weak for today's standard. However, to play HD movies you don't need that much, so I would think this is enough. For instance, my parents have a HD Radeon 2600 XT and that's even weaker than your card and they have no problem...
It's hard to tell for sure. The CPU could be the other bottleneck. Pentium-4 are getting pretty old now. So I'm not 100% sure that upgrading the video card will solve the problem.
But first of all, I don't know if you already did the following: Make sure your GPU drivers are up to date, same thing with your browser version and Flash player version. Maybe try with a different browser too to see if the problem is the same.

The difference though, is that it's paired with a Core2 Quad-Core and your Pentium-4 is only a single-core.
The best thing to do to be sure, would be to borrow a more powerful card from a friend and try it in your PC if that's possible. But my feeling is that your CPU is hurting you more than the GPU.
