Games not running as well as they should

This is bothering me very much. I feel that my games are not running as good as they should, AC 4 on low settings runs at 25fps, FarCry 3 runs at 35fps at any settings and Crysis 3 on low settings runs at about 20 fps

PC:
Intel Core i3 3220 3.30 GHz
Asus GTX 550 Ti Direct Cu
Kingston 8 Gb 1600 MHz RAM
500 Gb HDD
Crappy 500w PSU

And another question, can a bad PSU slow down your PC?
 
Solution
On the hardware side you have overheating to rule out, and on the software side you have multitasking. Your bottleneck is most likely your i3, try reducing the number of simutaneous programs running. Also download coretemp and monitor your hardware temps, anything over 80c will cause your cpu to throttle down, affecting performance.

The PSU is the heart of a computer. If it's not a good one the rest will suffer. Your hardware is slowly becoming outdated, but if you're not satisfied with your current PSU I'd recommend changing it.

If you're planning to upgrade that GPU in the future (which I would) I'd say 600W+
