BIOS OC and Windows 8.1

So I have my ram and cpu overclocked (4.1ghz to a 4930k and 1600 to some crucial ram). Thats what It says in the bios, but in windows 8.1s task manager it says it clock is only at like 3.4 and the ram is at 1333

I've tried both enabling and disabling turbo boost in the BIOS, as well as editing the power options in the OS. I also do some test renders in After Effects so that CPU utilization is at 100% but even then, the freq of the ram or CPU won't go up to what it says that it is in the Bios.

My mobo is a p9x79 pro

Check your settings with a different program other then windows task manager. I'm not sure how accurate windows task manager is but I wouldn't trust it.

just downloaded CPUID and PerfMonitor and both match what win 8 is saying
