BF3 Lags More Than BF4

Name describes it. BF3 lags more than BF4. I get like 15 frames on the Canals, which is a smaller map, and 30+ fps on BF4 maps.

You might've downloaded a special kind of drivers to better fit Battlefield 4, which makes the Battlefield 3 gameplay a bit laggier.

I believe the driver for both the Battlefield games cancel each other out (at least that's how I experienced it). You could try updating your drivers to the latest release that isn't optimized for a game. This way you should get slightly lower fps on BF4 but higher on BF3.

I will hopefully be upgrading my PC, but I am only 13 and can't earn much money off summer.

Sure you can make money off summer. If you're dedicated enough, say work 5 days a week for 4 weeks you could probably make enough for a decent gaming computer.

But as for now all I can say is to update your drivers.
I've also heard that BF4 uses GPU power and CPU cores more efficiently, meaning BF4 is a less craving game than BF3.

BF4 is better coded than BF3, I've not noticed the issue on a gtx580.

Firstly this is definitely not what should be happening. BF4 is much harder on systems that BF3 is. I seriously doubt that newer drivers for BF4 have worsened your performance in bf3. I'd stick to the latest (331.82) as these are stable and give great performance in both games for me.

Anyway few questions
What is your system spec?
Has the performance always been that bad in bf3?
What have you done to remedy the problem?
What are you video settings in both games?

I would use the overlay feature of MSI afterburner to measure CPU and GPU usage whilst playing both games. Both games should run your GPU at 99% most of the time. Unless you are CPU bottlenecked, in which case performance in both games would be poor.
Also try a repair install of BF3, there might be some corrupt files causing dodgy performance.

I play both on the lowest settings, disabled dx11 on both.
I have an Athlon ii x2, GTX 460 and 4GB DDR3

So I installed the recent drivers and can get 30 fps, but lags sometimes down to 25, and I feel that I can get more, my dual core and GPU should be more than capable to get 50+ fps on low.

Battlefield is quite a CPU intensive game, so whilst your GPU is definitely more than capable of getting that FPS your CPU is holding you back. I am not really an expert on AMD CPUs but I know that there is probably a more powerful CPU available that uses the same socket as your current one.

Also which maps do you get 30fps? I know that Gulf of oman is one of the more demanding bf3 maps as is Guilin peaks in BF4. Operation lockers and metro seem to be the easiest to run on each game.
