I know that some PCI express 3.0 cards can get throttled back on a 1.0 slot. I was hoping for some more information or help on just how bad this throttling would be given this setup.

The only place you might run into a big bottleneck is if you're running two of those cards in SLI, but your motherboard doesn't support SLI. The card and motherboard will work, but their might be a small percent performance drop (as in 5 and below FPS).

In my old rig, I used a PNY GTX 660 in a PCI Express 2.0 Slot.

Also, unless there is a specific reason you're going with the 1 GB, by the 2 GB GTX 650 or maybe Ti/Ti Boost. 1 GB of VRAM would be a bigger bottleneck than a PCI Express 1.0 Slot.

Can you clarify what you mean about the bottleneck with VRAM and will the fact that i run on 1600 x900 or above increase the bottleneck?

Splendid
The video card will run based on the specs of that motherboard. If you have a PCIe 3.0 card and that board is only supports up to PCIe 2.0, then the video card will run at PCIe 2.0. There is no throttling, like a PCIe 3.0 card in a PCIe 3.0 slot will switch between PCIe 3.0, 2.0 or 1.0.
