Intel i7 4770K turbo boost problem?

Sorry for my english, its not my native language.

I set up a new pc for me last week and im worried about my cpu. I'm afraid that may be a defect in the processor or motherboard.
I believe that is something in config..but I dont know how to fix.
I need help from you who understand.

In the asus z87 bios, there are 3 modes to choose from. Power saving, normal and asus optimal.
In normal mode, turbo is set to 3.9ghz and memory to 1333mhz. In optimal, turbo is 4.3ghz and memory 1600mhz. I set to normal mode and ran aida64 stress test. The processor stayed in 3.5ghz with 35x multiplier, and I think that means turbo boost is not working. In optimal mode, when I ran the stress test, the processor went to 4.1ghz (instead of 4.3ghz) with 41x multiplier.

Anyone know what might be happening?

Bios is in default, turbo boost and speedstep are active. The temperature is ok.

My system is this
asus Z87 plus
i7 4770k
corsair vengeance pro 16gb 1600mhz
evga gtx 780 ti superclocked acx cooler
ssd samsung 840 evo 500gb
seagate 1tb
corsair h100i
corsair hx850
case thermaltake urban s31 windowed
im using 2 front fans vent and 1 rear fan exaust..cooler master excalibur
windows 8.1

If you guys need some print or some log tell me.

Please help me.

Im noob in overclocking (in fact I dont know anything) and I dont want to do it now. I like the thing that cpu stays in 8x multiplier and when I need it go higher. Doing overclock manually, the system will be with too much power all the time and that means more power consumption and more fan noise.

3.5ghz is enough for me by now, what I really want to know is if my processor or motherboard is defective.

I just want test turbo boost to see if its working.

Please help me.
