I have an Abit IP35 with a Q6600 CPU. I like the board and think it would be a waste to toss. What can I upgrade in hardware, besides video and OS?

I used to have one of those motherboards (an IP35-E, actually). Unfortunately, there's not much more you can upgrade and still use that board. A bit more memory, depending on how much you already have installed, and a more powerful Core 2 Quad is about the best you can upgrade.

I have a Q9450 in my Abit IP35 Pro. I believe it will accept up to a Q9650, but those CPUs are relatively expensive last time I've checked. New Q9650 sell for around $360 to as high as $550. Used ones probably sells for at least $150 - $175.

You would actually be better off building a new PC. My Q9450 will go into my HTPC which currently has a C2D E6600 CPU.
