I'm about to purchase VGA waterblock for my EVGA 780TI ACX 03G-P4-2884. My only concern is that the waterblock states it needs the NVIDIA reference design. So my question is the 780TI ACX version still the nvidia reference design?

Yes. It's just equipped with the ACX cooler, but the PCB is a reference design.

"Other than the distinctive heatsink design, the GTX 780 Ti Superclocked is simply a reference NVIDIA card."

Looks like it is the reference design just with the ACX cooler.

he is right. it basically means that all the parts that need to be cooled (gpu, vram) are in the same places as on the stock card, However, i would consider the alternative.
