I was using to Laptop i saw that the Volume didnt work so restarted the computer. it was taking forever to restart so i press

It was probably configuring updates and it's been interrupted so the installation has become damaged.
Hold F9 during start-up and you should get the Repair Options, when you do you will most likely have to do a refresh install, which will keep your data but remove all of your applications.
System restore may work also, but it's unlikely.
