I have a new PC here are the specs
Mobo: Asus Sabertooth 990FX r2.0
Proc: AMD FX6300
GPU: R9 280x
RAM: G.Skill F3-1600C9D-16GXM 16GB (2x8)
SSD + HD
Seasonic 850w Bronze

my problem is my computer randomly hangs and my bios only shows that my RAM is 1333Mhgz which my RAM speed should be 1600. any tips before I try to return my computer to the store

Solution
Make sure you have the latest BIOS, then look in the dvanced/tweaker section of the BIOS for DOCP or EOCP or XMP these are the DRAM profiling options AMD uses primarily - if there (any of them) enable it and select 1600, if problems continue raise DRAM voltage + 0.05 and CPU/NB voltage (MC (memory controller)) up + 0.075
Here's what your motherboard manual has to say about that (page 3-9)
"Memory Frequency[Auto]
Allows you to set memory operating frequency.
Configuration options: [DDR3-800MHz] [DDR3-1066MHz] [DDR3-1333MHz] [DDR3-1600MHz]" with the warning below
"Selecting a very high memory frequency may cause the system to become unstable! If this happens, revert to the default setting"

You may be able to bump your memory voltage a slight bit to get it stable

I changed it to 9-9-9 and 2T as set to the RAMs manufacturer and changed to 1600mghz but it still sometimes freezes. I still dont know where to put the 24 in 9-9-9-24 sorry this is the first time I'ved build a pc using ddr 3 pc1600. How much voltage should i add? 1.55v or 1.6v is that in the ram voltage, sorry this is the first time i am experiencing changing bios set up

*update

I left my computer overnight and when I woke up this morning it froze. does it mean that there is a hardware failure or theres something else thats making my computer unstable. I'm guessing that it freezes when the OS tries to enter powersaving mode or sleep mode/hibernate
