Because the 690 is a dual GPU card. What that means is that the 690 has two GTX680 processors on one PCB. The main reason why the 770 is cheaper is because it has only one of the processors that the 690 has two of.

You'll get a little less than double the frame rates in most games. Some games don't like dual-gpu cards like the 690 so you won't see a viable performance gain. For about $60 more than the price of a 690, you could get SLI GTX780's that would be better than a 690
