New Thermaltake TR2 600w PSU throttles?

At first I thought it was the fan on my CM Hyper 212 plus that was throttling but its the power supply. Is this a normal thing? I figured the fan on the power supply runs at the same speed all the time, not throttle between two speeds. Could it be the amount of space between the PSU fan and the hyper 212?

From Thermaltake's own web site your PSU fan speed should start to level off after you reach 360 Watts of power draw from the PSU:

The fan in a power supply will speed up and slow down based on temperature just like the fan that cools your CPU. Looking at your picture, it appears the intake fan of the power supply is very close to your CPU heatsink and is likely pulling in heat from it, causing the power supply to be a bit warmer than it would be otherwise. Many people avoid cases with top-mounted power supplies for this very reason.

There's not a whole lot that can be done about it unless you want to get a case with a bottom-mounted power supply. Still i wouldn't worry a whole lot about frying the power supply either.
