Intel(R) HD Graphics 3000 64mb problem

Ok, so I have Intel(R) HD Graphics 3000 with only 64mb of dedicated video ram. I'm wanting to find a way to increase this and I keep finding nothing. My CPU is Intel(R) Core(TM) i3-2350M CPU @ 2.30GHz. 4gb of Ram. Is there any more specs i should include? I'm very lost, and I've heard that there are ways to do so, such as changing the allowed video memory but even that would help me I suppose, I'm wanting to play GTA IV, which i have bought recently. When I run Gta IV Objects and the game appear, but there are so many textures missing such as the sidewalks and places walls. I can't tell if there is a wall at all. Help would be appreciated.

Ok So I found a small solution to my problem, but its not enough. I downloaded "Razer Game Booster" and it increased my dedicated video memory In game from 54 to 59. Yet i still don't even have the 64mb i have in the Can YOU RUN IT Results. Im still looking for a better option. Please help.
