ASRock Z87 Extreme4 - Bios Fan Speed Control not working properly?

Specs:
CASE: Rosewill Challenger (4 Rosewill Case Fans @ 75CFM)
MOBO: ASRock Z87 Extreme4

I got rid of all standard fans that the Rosewill Challenger case had. I bought four new fans. I placed one in the front, bottom side, top, and back. The top and the back fan are aimed out and the other two are aimed in. All of them are connected to my motherboard with a 3-pin system. 3 of them are connected to the chassis_fan and one of them is connected to the power_fan.

The motherboard shows different settings and I put all of them on SILENT PROFILE and the chassis fan 2 I could only select between level 1 through 4. So I placed that on level 1. I looked back in my BIOS after putting everything on the lowest speed, and none of them run at lowest speed. 2 of them even run @ 2000RPM, which is the max they can run at.

How do I get this fixed or does anybody have any suggestions on what to do?

Why are they different RPM's if they are the same fans with the same settings?
