New mobo won't boot, I need some help!

Hi, im not quite sure if this belongs here, but I just recently bought a BIOSTAR TA970 mobo and am having trouble getting this thing to work properly. Everything looks like its fine, I can power the computer on and all fans will get going, graphics card has a green light, but it just sits. Nothing. Just a black screen. I try to power the computer off by holding the power button and it won't turn off at all, I have to manually shut it off by cutting the power to it. All my parts are in working condition I have tested them on another computer. I have an FX 8350 Vishera CPU, G.SKILL Ripjaws 2x4gb memory sticks (F3-12800CL9D-8GBRL ) a Radeon 7850 card and my PSU is a thermaltake 850w. I have tried taking one memory stick out, and different memory sticks entirely, nothing is working. I have even tried putting my Phenom 2 x4 955 cpu in to check if that was the issue, sadly it was not. I have also unplugged my HDD to try and get the bios to open and nada. I'm just hoping to get some ideas of what it might possibly be, if I am doing something wrong or if the motherboard is faulty or it doesn't support my hardware. I am kind of a newbie when it comes to this kind of stuff.
 
on the motherboard itself is a extra 4 pin white power plug it on the top of the mb above the cpu and the heat spreaders. make sure that plugged in or your mb wont post. on your build make sure it sitting on top of the case brass standoffs if not it be shorted out to the case. if you added case fans and usb cables to the mb try unplugging them to see if one of them is shorting out the mb. check that the metal io shield fingers not shorting out the mb and if you used an after market heat sink the back plate if it was metal is not shorting the mb out.

hmm all i see there is the cpu fan, is that what you are talking about?

hmm i dont know whats going on but now ill turn the computer on and the fans start spinning for a second and then they die out almost immediately. maybe just a faulty mobo?
