Which mobile cpu is actually powerful?

So,everyone knows mobile cpus are quite weak but do the general rules that apply to desktop precessors apply to them as well.Like is a mobile pentium and i3 as close in performance as in desktops?Anyway,my dad is planning to buy a laptop and I wanted to know the answers to the following:
1.Is the 3rd gen mobile pentium comparable in performance to any modern desktop processor?And if so which one?
2.How do you know which laptop RAM to buy?The laptop concerned is an HP 250.

Mobile CPUs should perform similarly to their desktop counterparts assuming the same generation, clockspeed and number of cores.

It is mobile graphic chips that are slower than their desktop counterparts. For example, the GTX 760m is no where near the performance level of the desktop GTX 760 which consumes around 170w of power and outputs too much heat for a laptop to effectively dissipate. The GTX 760m's performance would probably be between a desktop Radeon HD 7750 and Radeon HD 7770 which is where the desktop GTX 650's (vanilla) performance is.

To find your laptop use the http://www.crucial.com/systemscanner/ and for the processor question if your looking for power just go with i7 of the ivy bridge generation.

Thanks for the replies!
So,since the laptop my dad's going to get has no gpu,the processor won't be very different.If we built a rig,it was going to be the Pentium 2020 and the selected laptop has the same processor!So no worries!
