Why the 6350? Wouldn't you be better served with an 8320? As for noise levels,that depends on much you are taxing your system.
And oh,what are you recording? I haven't seen anyone building with a 260x at all.
What's your overall budget?

That is one of the quieter cards on the market so you should be ok with the noise levels but why a r7 260? i am worried about the quality you can record at.

the 8320 wuld do better than the 6350 in recording. And it is cheaper than the 6350 as of right now.

However, my budget is around $650(WITHOUT REBATES AND SHIPPING) and I would personally like Amazon/ Newegg considering that I am not from USA (I come from Asia)

I don't think you can ship motherboards over with Amazon. And newegg doesn't provide international shipping.
