First: which is better, active cooling or passive???
Second: which is the best cooler (active or passive) for AMD FX-8350???
P.S. I don't care about the noise!!

It really depends on what you are trying to cool. Memory modules, your motherboards northbridge and southbridge chipsets and some power supplies and video cards can be passively cooled, while most high end components such as CPUs, high end video cards and high wattage power supplies need to be actively cooled. They create far too much heat to be cooled by any other means.



Again that's a very subjective question.
The best way to cool an FX-8350 would be a custom water cooling loop. Nothing else will keep your CPU as cool.
The best budget air cooler would be the CoolerMaster Hyper 212 EVO

active have fans to remove the heat... passive don't have fan you need 2kg or more to cooldown an 8350. with a nzxt havik (about 0.700kg) i can use it passive at 4.4 on 3770k before that only with fan today i use only one fan because two have mora noise

There are a lot of opinions about which Air cooler is the best. Some feel the Noctua NH-D14 is the Best. Others feel the Phanteks PH-TC14PE is the best. You will get a wide array of answers to those questions.
Personally I like the Hyper 212 EVO. I want good cooling performance but I don't like spending money, so that solution is perfect for me.
In todays world of power hungry components and high clock speeds, active cooling is a must.
