Black screen for seconds after turning on the PC

My parents' PC does this all time, its just started bothering me now:

After I press the power on button a black screen comes up with only one white _ character.
This screen is present for seconds, maybe 10 seconds or so.
After this black screen it displays for a moment the "Press F2 to enter setup" screen, and then the system boots normally.

My question is, what is that black screen and why does it takes a lot of time? How can I get rid of it?

Intel D945GCLF + Intel Atom N230


EDIT

The problem is only present, when a Logitech Webcam (USB) is plugged. If I unplug it, the boot is really fast!

What can I do? (Besides unplugging the webcam, and only plug it when needed.)

While the bios is initializing, you will not get any meaningful display.
Atom is not exactly a fast chip either.

May I suggest that instead of booting, you use sleep to the S3 sleep state(in ram)
Disable hibernate.
Sleep will be a very low power state that is hardly different from a complete power off.
