fps drops in BF4

Hi all, I'm getting really bad performance on multiplayer BF4. I have the settings on ultra, with aa off completely, and I randomly get dips in fps below 30 for no reason.. it seems to happen when I'm looking at far off distances or looking somewhere else or when I scope in down my sights on my gun. In any case, I cant run the game at a solid and silky smooth 60fps for more then a few seconds. Even if I change the settings to the lowest, I still get lag and drops in FPS. Even at really low resolutions... though the lag isn't as bad. can run any other game silky smooth 60fps, like CoD, Crysis, etc, and the single player BF4 runs perfect as well. Its the multiplayer maps where I get lag. I'd really like to trouble shoot whats going on :[ its really aggravating especially considering my specs and the fact that I just re installed my OS 2 freaking days ago and aside from BF4 I only have 4 or so programs installed like Skype and Steam... can anyone help me?

My specs

Windows 7 OS 64 bit ultimate edition
Intel i7-2600k @ 3.40GHz 46C idling
4GB 1600MHz DDR3 RAM
MSI 2GB GTX 670 46C idling
Asustek P8P67 Motherboard
1TB WD Hard drive (its old, almost 3 years old.. maybe this is the problem..?)

If you guys need more info and/or need me to download some programs to do some testing in order to troubleshoot I'll be glad to.

Are there any maps in particular that are giving you more trouble than others? I run ultra with no AA 60-140fps with no issues EXCEPT for Storm of Shenghai, Dawnbreaker, and the flood one. I've read it has to do with the new patch.
