Explorer opens in new window every time

I have the problem that everytime i open a folder in explorer it opens in a new window. My folder settings are set correctly to open in same window in control panel. I am using Windows 7 (x64)

Also i tried svc /scannow but it didn't find any error
Some people on internet says it is related to internet explorer, it is not, works fine.
Some people had the same problem with me as i can see from google search but when they righ click and say open it opens in same window, this doesn't work too. Both open and open in new window acts same.

Do you have the navigation pane turned off in Window's Explorer?

Navigation Pane is ON
Sticky keys are OFF, ctrl is not stuck

Also whenever i reboot my desktop arrangement resets to its state before explorer started acting like this.

2nd thing to check - in the system registry:

HKEY_CLASSES_ROOT\Folder\shell - (Default) setting must be have a value of "(Value not set)"

This makes windows to use the setting in the folder options.

If the default setting is open windows opens every folder in separate window; if the setting is expore windows opens every folder in same window without regarding to the setting you specified in folder options.

Its Value not set, i just realized when it asked for admin rights, window is not centered

I have norton 360 and it says my system is fine

I am just using it because it came free with my mobo, when my license is over, hopefully (since it is "anti-virus" virus) i will remove it

I just didn't want to spend money for a while to save a little bit. When my license is over, i will buy kaspersky probably, or maybe just use MSE

Since Norton didn't find problem i dont think the tools you said will find anything, but anyway i will try kaspersky rescue disk and post here once I'm done, will take a while slow internet connection, Getting 7 kb/s now at peak

Did you ever find a solution to this issue? I've been Googling and trying every suggestion I could find online for the last few weeks, but nothing works. Getting very frustrated. Hopefully you found the magic answer. Thanks.

I searched for a month but there was no solution i had to do a fresh install of windows because it was too annoying.
