When I turn the PSU on the fans and leds come on as well - the system does not try to boot up untill I hit the power button ( as it should be) Also when shutting down the computer - windows shuts down with no issues all other components seem to also turn off but ALL the fans stay on. What would cause this? I've tried reconnecting everything making sure all the case switches were in the right place and all power cords plugged in all the way, would this be a motherboard issue or PSU?

I am only speculating...
I know some Mobos have the device charge feature where it will still allow things connected to usb to draw power... Perhaps there is a bios setting related to this (assuming your mobo even has that feature). I am just trying to think outside of the box.
